font-size: xx-small;\">b) \u0130l \u00f6zel idareleri ve belediyeler, il \u00f6zel idareleri ve belediyelerin kurduklar\u0131 birlikler ile bunlara ba\u011fl\u0131 m\u00fcessese, i\u015fletme ve d\u00f6ner sermayeli kurulu\u015flara, <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">Devlet memuru olarak atanacak \u00f6z\u00fcrl\u00fcler hakk\u0131nda uygulan\u0131r.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-family: Verdana; font-size: xx-small;\">Dayanak<\/span><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-family: Verdana; font-size: xx-small;\">MADDE 3 \u2012<\/span><\/strong><span style=\"font-family: Verdana; font-size: xx-small;\"> (1) Bu Y\u00f6netmelik, 657 say\u0131l\u0131 Devlet Memurlar\u0131 Kanununun 53 \u00fcnc\u00fc maddesine dayan\u0131larak haz\u0131rlanm\u0131\u015ft\u0131r.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-family: Verdana; font-size: xx-small;\">Tan\u0131mlar<\/span><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-family: Verdana; font-size: xx-small;\">MADDE 4 \u2012<\/span><\/strong><span style=\"font-family: Verdana; font-size: xx-small;\"> (1) Bu Y\u00f6netmelikte ge\u00e7en;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">a) Ba\u015fkanl\u0131k: Devlet Personel Ba\u015fkanl\u0131\u011f\u0131n\u0131,<\/span><\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">b) Kura: \u00d6z\u00fcr grubu, e\u011fitim durumu ve tercihlere g\u00f6re Devlet memuru kadrolar\u0131na atanabilmeye esas olacak yerle\u015ftirmeyi yapmak amac\u0131yla kullan\u0131lacak y\u00f6ntemi,<\/span><\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">c) Merkez: Merkezi s\u0131nav ve kura i\u015flemlerini sonu\u00e7land\u0131ran ve bu sonu\u00e7lara g\u00f6re yerle\u015ftirmeyi ger\u00e7ekle\u015ftiren kurum veya kurulu\u015fu,<\/span><\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u00e7) Merkezi S\u0131nav: \u00d6z\u00fcr grubu, e\u011fitim durumu ve tercihlere g\u00f6re Devlet memuru kadrolar\u0131na atanabilmeye esas olacak yerle\u015ftirmeyi yapmak amac\u0131yla kullan\u0131lacak puanlar\u0131 sa\u011flayan \u00d6z\u00fcrl\u00fc Memur Se\u00e7me S\u0131nav\u0131n\u0131,<\/span><\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">d) \u00d6z\u00fcrl\u00fc: Do\u011fu\u015ftan veya sonradan; bedensel, zihinsel, ruhsal, duyusal<\/span><strong><\/strong><span style=\"font-family: Verdana; font-size: xx-small;\">ve sosyal yetenekleri bak\u0131m\u0131ndan \u00f6z\u00fcr oran\u0131n\u0131n y\u00fczde k\u0131rk veya \u00fczerinde oldu\u011funu sa\u011fl\u0131k kurulu raporu<\/span><span style=\"font-family: Verdana; font-size: xx-small;\">g) Yerle\u015ftirme: \u00d6MSS sonu\u00e7lar\u0131 veya kura usul\u00fcne g\u00f6re \u00f6z\u00fcrl\u00fclerin tercihleri do\u011frultusunda kamu kurum ve kurulu\u015flar\u0131na ait m\u00fcnhal kadrolara yerle\u015ftirilmesi i\u015flemini,<\/span><\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\"><strong>\u2012<\/strong><\/span><span style=\"font-family: Verdana; font-size: xx-small;\"> (1) \u00d6z\u00fcrl\u00fclerin Devlet memurlu\u011funa al\u0131m\u0131na ili\u015fkin temel ilkeler \u015funlard\u0131r:<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">a) Ba\u015fkanl\u0131k, bu Y\u00f6netmelikte yer verilen esas ve usullere g\u00f6re \u00f6z\u00fcrl\u00fc memur al\u0131m\u0131 amac\u0131yla <\/span><span style=\"font-family: Verdana; font-size: xx-small;\">\u00d6MSS\u2019yi<\/span><span style=\"font-family: Verdana; font-size: xx-small;\"> yapar ve\/veya kura usul\u00fcn\u00fc sonu\u00e7land\u0131r\u0131r, \u00d6MSS ve\/veya kura sonu\u00e7lar\u0131na g\u00f6re yerle\u015ftirmeyi yapar ya da bu bentte belirtilen hususlar\u0131 Ba\u015fkanl\u0131k ad\u0131na yapacak Merkezi belirler.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">b) \u00d6MSS, orta\u00f6\u011fretim, \u00f6n lisans veya lisans d\u00fczeyinde e\u011fitim veren kurumlardan mezun olan \u00f6z\u00fcrl\u00fcler i\u00e7in e\u011fitim durumlar\u0131 ve \u00f6z\u00fcr gruplar\u0131 itibar\u0131yla s\u0131nav sorusu haz\u0131rlanmas\u0131, de\u011ferlendirilmesi ile \u00f6z\u00fcrl\u00fclerin bu s\u0131navlarda ula\u015fabilirlik \u015fartlar\u0131 olu\u015fturularak yap\u0131l\u0131r. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">c) Kura, 657 say\u0131l\u0131 Devlet Memurlar\u0131 Kanununun 41 inci maddesine g\u00f6re Devlet memuru olabilmek i\u00e7in aranan asgari e\u011fitim \u015fart\u0131n\u0131 haiz e\u011fitim veren kurumlardan mezun olan \u00f6z\u00fcrl\u00fclerden kamu kurum ve kurulu\u015flar\u0131na tercihlerine g\u00f6re yerle\u015ftirileceklerin tespiti amac\u0131yla noter huzurunda yap\u0131l\u0131r. Kura \u00e7ekimini, kura i\u00e7in ba\u015fvuruda bulunan adaylar da izleyebilir.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u00e7) <\/span><span style=\"font-family: Verdana; font-size: xx-small;\">\u00d6MSS\u2019de<\/span><span style=\"font-family: Verdana; font-size: xx-small;\"> istekleri halinde \u00f6z\u00fcrl\u00fclere \u00f6z\u00fcr grubuna uygun refakat\u00e7i temin edilir. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">d) <\/span><span style=\"font-family: Verdana; font-size: xx-small;\">Kamu kurum ve kurulu\u015flar\u0131, kanunlarda ya da kanunlar\u0131n bu konuya<\/span><span style=\"font-family: Verdana; font-size: xx-small;\"> dair d\u00fczenleme yetkisi \u00f6ng\u00f6rd\u00fc\u011f\u00fc t\u00fcz\u00fck ve y\u00f6netmeliklerde yer alan \u00f6zel h\u00fck\u00fcmler haricinde, yerle\u015ftirme yap\u0131lmas\u0131n\u0131 talep edecekleri kadrolar i\u00e7in \u00fcst ya\u015f s\u0131n\u0131r\u0131 tespit edemez.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">e) Yerle\u015ftirme sonu\u00e7lar\u0131na g\u00f6re \u00f6z\u00fcrl\u00fclerin Devlet memuru kadrolar\u0131na atanmalar\u0131 ilgili kamu kurum veya kurulu\u015funca yap\u0131l\u0131r.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-family: Verdana; font-size: xx-small;\">\u00d6MSS, kura ve yerle\u015ftirmeye ili\u015fkin esas ve usuller<\/span><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-family: Verdana; font-size: xx-small;\">MADDE 6 \u2012<\/span><\/strong><span style=\"font-family: Verdana; font-size: xx-small;\"> (1) Kamu kurum ve kurulu\u015flar\u0131na tercihlerine g\u00f6re yerle\u015ftirilecek \u00f6z\u00fcrl\u00fclerin tespiti amac\u0131yla yap\u0131lacak <\/span><span style=\"font-family: Verdana; font-size: xx-small;\">\u00d6MSS ve <\/span><span style=\"font-family: Verdana; font-size: xx-small;\">kuran\u0131n<\/span><span style=\"font-family: Verdana; font-size: xx-small;\"> i\u00e7eri\u011fine, e\u011fitim durumu ve \u00f6z\u00fcr gruplar\u0131 itibar\u0131yla <\/span><span style=\"font-family: Verdana; font-size: xx-small;\">\u00d6MSS\u2019nin<\/span><span style=\"font-family: Verdana; font-size: xx-small;\"> yap\u0131laca\u011f\u0131 yer ve zamana, \u00d6MSS ve kuran\u0131n duyurulmas\u0131na, <\/span><span style=\"font-family: Verdana; font-size: xx-small;\">\u00d6MSS\u2019de<\/span><span style=\"font-family: Verdana; font-size: xx-small;\"> e\u011fitim durumlar\u0131 ve \u00f6z\u00fcr gruplar\u0131 itibar\u0131yla yer alacak konular ile testlere ve bunlar\u0131n a\u011f\u0131rl\u0131klar\u0131na, puan t\u00fcrleri ve hesaplama y\u00f6ntemine, \u00f6z\u00fcr gruplar\u0131 itibar\u0131yla \u00f6ng\u00f6r\u00fclecek s\u0131nav (\u015f.abac\u0131) s\u00fcrelerine, uygun refakat\u00e7i temin edilmesine, adaylar\u0131n \u00d6MSS ve kuraya ba\u015fvurusuna, tercih say\u0131lar\u0131na, <\/span><span style=\"font-family: Verdana; font-size: xx-small;\">line<\/span><span style=\"font-family: Verdana; font-size: xx-small;\"> olarak Ba\u015fkanl\u0131\u011fa g\u00f6nderir.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana;
