font-size: xx-small;\">\u201c\u015f) E\u011fitici destekleme puan\u0131: E\u011fitim ve ara\u015ft\u0131rma hastanelerinde, ba\u015fhekimlik taraf\u0131ndan belirlenen usul \u00e7er\u00e7evesinde, o d\u00f6nem i\u00e7inde dahili klinikler i\u00e7in en az 20 saat vizit, 20 saat poliklinik, cerrahi klinikler i\u00e7in 10 saat vizit, 15 saat poliklinik ve 15 saat ameliyat, laboratuvar klinikleri i\u00e7in 40 saat pratik e\u011fitim \u00e7al\u0131\u015fmas\u0131 ve her bir klinik i\u00e7in 8 saat teorik asistan e\u011fitim \u00e7al\u0131\u015fmas\u0131 yap\u0131ld\u0131\u011f\u0131n\u0131n belgelendirilmesi halinde, e\u011fitim sorumlusu, e\u011fitim g\u00f6revlisi ile uzman tabip kadrosundaki profes\u00f6rlere mesai i\u00e7i hastane hizmet puan ortalamas\u0131n\u0131n % 40\u2019\u0131, uzman tabip kadrosundaki do\u00e7entlere mesai i\u00e7i hastane hizmet puan ortalamas\u0131n\u0131n % 30\u2019u oran\u0131nda verilen ek puan\u0131,\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-family: Verdana; font-size: xx-small;\">MADDE 2 \u2013<\/span><\/strong><span style=\"font-family: Verdana; font-size: xx-small;\"> Ayn\u0131 Y\u00f6netmeli\u011fin 5 inci maddesinin birinci f\u0131kras\u0131n\u0131n (a) ve (b) bentlerinde yer alan \u201cSosyal Hizmetler ve \u00c7ocuk Esirgeme Kurumu pay\u0131\u201d ibaresi \u201c24\/5\/1983 tarihli ve 2828 say\u0131l\u0131 Sosyal Hizmetler Kanununun 18 inci maddesinin birinci f\u0131kras\u0131n\u0131n (k) bendi gere\u011fince ayr\u0131lacak pay\u201d \u015feklinde, (\u00e7) bendinde yer alan \u201c\u015fef, \u015fef yard\u0131mc\u0131lar\u0131\u201d ibaresi \u201ce\u011fitim sorumlusu, e\u011fitim g\u00f6revlisi\u201d \u015feklinde, (i) bendinde yer alan \u201cklinik \u015fefi, \u015fef yard\u0131mc\u0131lar\u0131\u201d ibaresi ile (n) ve (\u00f6) bentlerinde yer alan \u201cklinik \u015fefi, \u015fef yard\u0131mc\u0131s\u0131\u201d ibareleri \u201ce\u011fitim sorumlusu, e\u011fitim g\u00f6revlisi\u201d \u015feklinde, (oo) bendinde yer alan \u201cklinik \u015fefleri i\u00e7in (2,90), klinik \u015fef yard\u0131mc\u0131lar\u0131 i\u00e7in (2,80)\u201d ibaresi<\/span><span style=\"font-family: Verdana; font-size: xx-small;\">\u201ce\u011fitim g\u00f6revlisi i\u00e7in (2,85)\u201d \u015feklinde, (k) bendinin son c\u00fcmlesi ile (y), (aa), (gg), (ll), (nn) ve (\u015f\u015f) bentleri a\u015fa\u011f\u0131daki \u015fekilde de\u011fi\u015ftirilmi\u015f, (e) bendine a\u015fa\u011f\u0131da yer alan (8) numaral\u0131 alt bent ile (bb) bendinin sonuna a\u015fa\u011f\u0131da yer alan c\u00fcmleler eklenmi\u015f ve (b) bendinde yer alan \u201c, kurulu\u015flarda ise % 65\u2019ini\u201d ibaresi ile (h) bendi y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131lm\u0131\u015ft\u0131r.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u201cAsistanlar\u0131n net performans puan\u0131, klinik hizmet puan ortalamas\u0131n\u0131n %25\u2019i ile hastane hizmet puan ortalamas\u0131n\u0131n %75\u2019inin toplam\u0131 \u00fczerinden; yan dal asistanlar\u0131n\u0131n net performans puan\u0131 ise klinik hizmet puan ortalamas\u0131n\u0131n % 60\u2019\u0131 ile hastane hizmet puan ortalamas\u0131n\u0131n % 40\u2019\u0131n\u0131n toplam\u0131 \u00fczerinden de\u011ferlendirilir.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u201cy) Kurumlarda \u00f6zellik arz eden birimler; ameliyathane, yo\u011fun bak\u0131m, do\u011fumhane, yenido\u011fan, s\u00fct \u00e7ocu\u011fu, yan\u0131k, diyaliz, acil servis-poliklinik, kapal\u0131 psikiyatri servisleri, AMATEM, \u00e7ocuk izleme merkezleri, organ ve doku nakli ve kemik ili\u011fi nakil \u00fcniteleridir. Ayr\u0131ca, y\u00fcksek bula\u015ft\u0131r\u0131c\u0131l\u0131\u011f\u0131 olan ve izolasyon gerektiren hastalara hizmet veren personele hizmet etti\u011fi s\u00fcrece \u00f6zellik arz eden birimler i\u00e7in \u00f6ng\u00f6r\u00fclen katsay\u0131lar \u00fczerinden ek \u00f6deme yap\u0131l\u0131r. \u00d6zellik arz eden birimlerde k\u0131smi s\u00fcreli \u00e7al\u0131\u015fan personel, \u00e7al\u0131\u015ft\u0131\u011f\u0131 s\u00fcre kadar \u00f6zellik arz eden birimler i\u00e7in \u00f6ng\u00f6r\u00fclen katsay\u0131lar \u00fczerinden de\u011ferlendirilir.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u201caa) Do\u011fal afet, sava\u015f, salg\u0131n hastal\u0131k, seferberlik ve ola\u011fan\u00fcst\u00fc h\u00e2llerde, g\u00f6revlendirme s\u00fcresince personele kadrosunun bulundu\u011fu yerden, kurumlarda hastane hizmet puan ortalamas\u0131 ve kendi kadro unvan katsay\u0131s\u0131 esas al\u0131narak, kurulu\u015flarda ise il performans puan ortalamas\u0131 ve kendi kadro unvan katsay\u0131s\u0131 esas al\u0131narak ek \u00f6deme yap\u0131l\u0131r. Bu \u015fekilde g\u00f6revlendirilen personele kurumlarda hastane hizmet puan ortalamas\u0131n\u0131n, kurulu\u015flarda ise il performans puan ortalamas\u0131n\u0131n % 20\u2019si oran\u0131nda ek puan verilir. \u0130nsan\u00ee ve teknik yard\u0131m amac\u0131yla Bakanl\u0131k\u00e7a yurt d\u0131\u015f\u0131na g\u00f6revlendirilen personele ise kurumlarda hastane hizmet puan ortalamas\u0131 ve tabip ve di\u015f tabipleri i\u00e7in 1,00, uzman tabipler i\u00e7in 1,80 kadro unvan katsay\u0131s\u0131 esas al\u0131narak, kurulu\u015flarda ise il performans puan ortalamas\u0131 ve tabip ve di\u015f tabipleri i\u00e7in 1,00, uzman tabipler i\u00e7in 1,80 kadro unvan katsay\u0131s\u0131 esas al\u0131narak ek \u00f6deme yap\u0131l\u0131r.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u201cgg) Enfeksiyon hastal\u0131klar\u0131 ve klinik mikrobiyoloji uzmanlar\u0131 ile laboratuvarlarda g\u00f6rev yapan uzman tabiplerin net performans puanlar\u0131n\u0131n hesaplanmas\u0131nda esas al\u0131nacak say\u0131lar ve enfeksiyon hastal\u0131klar\u0131 ve klinik mikrobiyoloji uzmanlar\u0131 ile laboratuvarlarda g\u00f6rev yapan uzman tabiplerin ek \u00f6deme hesaplamalar\u0131nda kullan\u0131lacak kriterler Bakanl\u0131k\u00e7a belirlenir.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u201cll) Kurumlarda, ihale\/sat\u0131n alma komisyonu \u00fcyeleri, ta\u015f\u0131n\u0131r kay\u0131t kontrol yetkilisi olarak g\u00f6rev yapan personel, muayene komisyonu \u00fcyeleri, kurum performans ve kalite biriminde, hasta haklar\u0131 kurulu ve birimlerinde, enfeksiyon kontrol komitesinde ve d\u00f6ner sermaye komisyonunda g\u00f6revli personel ile o d\u00f6nem e\u011fitim faaliyetlerinde g\u00f6revli e\u011fiticilere, Bakanl\u0131k\u00e7a e\u011fitim verilen ve fiilen klinik kodlay\u0131c\u0131 olarak \u00e7al\u0131\u015fan personele, yan\u0131k \u00fcniteleri ve merkezlerinde \u00e7al\u0131\u015fanlara ve perinatal merkezlerde g\u00f6rev yapan personele, o d\u00f6nem beyin \u00f6l\u00fcm\u00fc tespit edilmi\u015fse bu tespitte yer alan beyin \u00f6l\u00fcm\u00fc kurulu, organ nakli koordinat\u00f6r\u00fc ve yard\u0131mc\u0131s\u0131 ile don\u00f6r bak\u0131m\u0131 yapan yo\u011fun bak\u0131m \u00e7al\u0131\u015fanlar\u0131na, o d\u00f6nem organ \u00e7\u0131kar\u0131m ekibi taraf\u0131ndan don\u00f6rden organ al\u0131nm\u0131\u015f ise bu ekibe hastane hizmet puan ortalamas\u0131n\u0131n %10\u2019u; terap\u00f6tik aferez merkezlerinde ve kanser erken te\u015fhis tarama ve e\u011fitim merkezlerinde (KETEM) \u00e7al\u0131\u015fan tabiplere hastane hizmet puan ortalamas\u0131n\u0131n % 15\u2019i; acil servis\/acil polikliniklerde, yo\u011fun bak\u0131m, yenido\u011fan, yan\u0131k, diyaliz, kemik ili\u011fi nakil \u00fcniteleri, AMATEM\u2019lerde \u00e7al\u0131\u015fan pratisyen tabiplere, evde bak\u0131m hizmetlerinde ve \u00e7ocuk izlem merkezlerinde \u00e7al\u0131\u015fan tabiplere, sat\u0131n alma hizmetlerinden sorumlu ba\u015ftabip yard\u0131mc\u0131s\u0131 ile merkezi sat\u0131n alma biriminde g\u00f6revli personele hastane hizmet puan ortalamas\u0131n\u0131n %20\u2019si oran\u0131nda ek puan verilir. O d\u00f6nem organ \u00e7\u0131kar\u0131m ekibi taraf\u0131ndan don\u00f6rden organ al\u0131nm\u0131\u015f ise organ nakli koordinat\u00f6r\u00fc ve yard\u0131mc\u0131s\u0131na % 10 oran\u0131 % 20 olarak uygulan\u0131r. Ancak, o d\u00f6nem yukar\u0131da say\u0131lanlardan birden fazlas\u0131nda g\u00f6rev yapan personele sadece bir kez ek puan verilir.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u201cnn) Yo\u011fun bak\u0131m, yenido\u011fan, yan\u0131k ve kemik ili\u011fi nakil \u00fcnitelerinde uzman tabip ve tabipler taraf\u0131ndan yap\u0131lan giri\u015fimsel i\u015flemler puanland\u0131r\u0131l\u0131r. Bu birimlerde \u00e7al\u0131\u015fan uzman tabip ve tabiplerin kendilerine ait tabip muayene ve giri\u015fimsel i\u015flem puanlar\u0131 ile hastane hizmet puan ortalamas\u0131, kendi kadro unvan katsay\u0131lar\u0131 esas al\u0131narak birlikte de\u011ferlendirilir. Y\u00fcksek bulunan net performans puan\u0131 esas al\u0131n\u0131r. Hastane hizmet puan ortalamas\u0131ndan ek \u00f6deme yap\u0131lmas\u0131 halinde ikinci ve \u00fc\u00e7\u00fcnc\u00fc basamak yenido\u011fan yo\u011fun bak\u0131m \u00fcniteleri ile ikinci ve \u00fc\u00e7\u00fcnc\u00fc basamak yo\u011fun bak\u0131m \u00fcnitelerinde ve kemik ili\u011fi nakil \u00fcnitelerinde s\u00fcrekli \u00e7al\u0131\u015fan uzman tabiplere hastane hizmet puan ortalamas\u0131n\u0131n %20\u2019si oran\u0131nda ek puan olarak verilir.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u201c\u015f\u015f) E\u011fitim ve ara\u015ft\u0131rma hastanelerinde kliniklerde hizmet sorumlusu olarak g\u00f6revlendirilen tabibin kadro unvan katsay\u0131s\u0131 % 10; yan dal e\u011fitim sorumlusu ve yan dal e\u011fitim g\u00f6revlisinin kadro unvan katsay\u0131s\u0131 % 15, yan dal ba\u015fasistan\u0131 ve yan dal uzman\u0131n\u0131n kadro unvan katsay\u0131s\u0131 % 25, devlet hastanelerinde g\u00f6revli yan dal uzman\u0131n\u0131n kadro unvan katsay\u0131s\u0131 % 20 oran\u0131nda artt\u0131r\u0131l\u0131r.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u201c8) Kurumlarda \u00e7ocuk izlem merkezlerinde g\u00f6rev yapan tabip ve uzman tabiplere hastane hizmet puan ortalamas\u0131 ve kendi kadro-unvan katsay\u0131lar\u0131 esas al\u0131narak ek \u00f6deme yap\u0131l\u0131r. 27\/7\/1967 tarihli ve 926 say\u0131l\u0131 T\u00fcrk Silahl\u0131 Kuvvetleri Personel Kanununun ek 26 nc\u0131 maddesi kapsam\u0131nda g\u00f6revlendirilenlere, g\u00f6revlendirme s\u00fcresince kadrolar\u0131n\u0131n bulundu\u011fu kurumun hastane hizmet puan ortalamas\u0131 ve kendi kadro-unvan katsay\u0131s\u0131 esas al\u0131narak ek \u00f6deme yap\u0131l\u0131r.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Verdana; font-size: xx-small;\">\u201cCeza infaz kurumlar\u0131nda Bakanl\u0131k\u00e7a olu\u015fturulan Ba\u015ftabiplik b\u00fcnyesinde g\u00f6rev yapan personele il performans puan ortalamas\u0131 ve Ba\u015ftabipler i\u00e7in 5,00 kadro unvan katsay\u0131s\u0131, di\u011fer personel i\u00e7in ise Ek-8 say\u0131l\u0131 tabloda yer alan hizmet alan\u0131 kadro unvan katsay\u0131lar\u0131 esas al\u0131nmak suretiyle ek \u00f6deme yap\u0131l\u0131r.
